It shall be the duty of the duly appointed community development director to administer
and interpret this article. To this end, the community development director is authorized
to prepare administrative procedures, guidelines, application forms, to tend to other
administrative details not inconsistent with the provisions of this article, and to
implement the provisions of this article. The community development director may delegate
administrative functions, powers and duties assigned by this article to other staff
as may be appropriate, without the need to reflect such delegation by formal action.
From time to time, it may be beneficial to the city to allow certain minor zoning
modifications to regulations to be conducted by the community development director.
