Unless specifically exempted or otherwise provided by this article, no building, sign,
or other structure shall be erected, moved, added to, or structurally altered without
a land use permit issued by the community development director. It shall be unlawful
to use or occupy or permit the use or occupancy of any building, structure, land,
water, or premises, without a land use permit for such use or occupancy. Unless specifically
exempted or otherwise provided by this article, no land use activity including land
disturbance shall be initiated without a land use permit, and except in conformity
with said land use permit. It shall be unlawful to erect, move, add to, structurally
alter any building or structure, use or occupy or permit the use of any occupancy
of any building, structure, land, water, or premises, or initiate any land use activity
that is in violation of an approved land use permit.
